What Game Pass gets right
Its value for money is unbeatable. For the price of three console hours, you get hundreds of games, playable in a browser tab on almost any screen. Microsoft has solved the client problem better than anyone: browser, TV, phone, everything works without installation.
A catalogue is not a library
The catalogue is not yours. Games come and go, and that decision is never yours. Major new releases are not available at launch, least of all GTA 6: Rockstar has no reason to discount a title players will buy anyway. Previous Grand Theft Auto games only appeared occasionally before being removed.

When to choose Xbox Cloud Gaming
If you want to discover lots of games without buying any, Xbox Cloud Gaming is the right choice, and Ploud has nothing to match it. Hours credit answers the other question: playing a specific title that you own and that is not in any catalogue.

There has been no announcement, and it is unlikely at launch. Rockstar does not need a catalogue to sell GTA 6.
Can you play PlayStation games on Xbox Cloud Gaming?
No. The service streams Xbox games. PlayStation exclusives are not there and never will be.
Can you play games you own on it?
Partly. Microsoft has expanded streaming to some games you own, but the list is limited and still subject to publisher approval.
